The Victorian Government has released the Occupational Health and Safety (Psychological Health) Regulations, which commenced on 1 December 2025. These regulations and others over the last few years outline new obligations for Victorian employers in relation to psychosocial hazards in the workplace. They provide detailed requirements for identifying, assessing and managing risks that may affect employees’ psychological health.

Corrina Dowling |
Corrina is a Partner at Citation Legal and also the Melbourne Office Head, she acts for clients throughout Australia. Corrina has almost 20 years of experience in workplace law and industrial relations and brings a unique perspective having worked for a national employer union, in-house and private practice, across a range of industries.
She provides strategic, commercially focused advice on a wide range of employment matters and is experienced in representing clients in both advisory and litigious contexts. Drawing on her experience across industries including education, health, aged care and disability, retail, mining and manufacturing, Corrina is adept at navigating the unique operational, regulatory and workforce challenges each sector presents.
She has appeared in the Federal Court / Federal Circuit and Family Court, the Fair Work Commission, the Industrial Relations Court of South Australia, the Australian Human Rights Commission, VCAT and other tribunals.
Corrina takes the time to understand her clients’ operational realities, commercial objectives and risk appetite before developing practical, solutions-focused strategies. She recognises that workplace law is ultimately all about people, and values that it is a dynamic and evolving area of law that is both challenging and stimulating. Her approach is measured, pragmatic and responsive, ensuring clients feel supported while navigating complex and often sensitive matters.
